    June 09, 2009 - This white paper describes the history and experience of cameras in the courts, including (1) the recent experience in the Eastern and Southern Districts of New York, where judges have permitted camera coverage of civil proceedings, and (2) a pilot project in the early 1990's by which coverage was permitted in six federal district courts and two courts of appeal. The paper was submitted in support of a proposal by the Ninth Circuit Judicial Council to permit audio-visual coverage of non-jury civil proceedings in the federal district courts in the Ninth Circuit.
